fans try to heal sunday taking the field hours after a player is involved in a murder/suicide. >> you have to rely on each other, rely on your family, friends and your faith. and honoring the arts. david letterman, dustin hoffman and led zeppelin head the list of this year's honors, america's highest cultural awards. honors, this is the "cbs morning news" for monday, december 3, 2012. good morning. good to be with you. i'm terrell brown. negotiations continue today in washington to avoid the so-called fiscal cliff, but so far there's been more rhetoric than resolve. there's now less than a month to head off the automatic tax hikes and spending cuts that will kick in next year. john boehner said he can't believe the latest white house proposal.

the obama administration insists there's no deal without a tax increase. susan mcginnis is in washington with details this morning. susan, good morning to you. >> reporter: good morning, terrell. it may appear the two sides are nowhere but these talks are expected to pick up dramatically very soon. december is here and as they say here in washington the lawmakers can smell the jet fumes meaning the planes taking them home for their holiday recess. what we're hearing there should be a deal by christmas. the white house is already decorated for the holidays but the mood here in washington is anything but festive. >> i think we're going over the cliff. >> reporter: if congress doesn't act america will ring in the new year with $110 billion in spending cuts and a $500 billion tax increase leaving the average household with a nearly $3,500 hangover. timothy geithner was on the hill last week to present the president's plan to congress. >> i was flabbergasted.

>> reporter: president obama wants $1.6 trillion in new taxes on the rich. $400 billion in cuts to entitlement programs such as medicare and $50 billion in stimulus spending. >> the president and white house have three weeks and this is the best we got? >> reporter: the senate minority leader mitch mcconnell laughed at geithner. geithner said if republicans don't like the president's plan it's up to them to present their own ideas. >> what we can't do is figure out what works for them. they have to come tell us what works for them. >> reporter: secretary geithner made it clear there will be no deal that does not include a tax hike on the wealthiest americans. >> there's not going to be an agreement without rates going up. >> reporter: no formal negotiating sessions are on the schedule here and many believe it will take about a week for the real work towards a solution to get under way. now, so much of the talk right now is about taxes, but another

aspect of this fiscal cliff is massive, massive defense cuts. that's going to be a topic here in washington today, terrell, when several ceos of the defense industry talk about the impact on their industry. >> susan mcginnis in washington this morning. thank you. kansas city authorities are still trying to piece together what prompted kansas city chiefs linebacker jovan belcher to murder his girlfriend and then kill himself. saturday's murder/suicide stunned the team, fans and nfl. but the chiefs played their best game the year beating the panthers 27-21. manuel bojorquez reports. >> reporter: amid the typical game day festivities reminders of a team tragedy. the coach greeted fans with a heart felt gesture just one day after watching linebacker jovan belcher take his life.

>> it's tough when circumstance happen you can't undo them. so you have to rely on each other, rely on your family and friends and rely on your faith. >> it's going to affect the perkins family, the belcher family, his daughter for many years to come. not just today or in the next few weeks. >> reporter: authorities say belcher shot and killed cassandra perkins saturday morning at home. he then drove to the team's practice facility where he shot himself in front of the coach and the general manager. >> after talking to the captains they also felt like it was best we play, if for no other reason it takes our mind off our misery for a few hours. >> reporter: there was no tribute to belcher at sunday's game, just a moment of silence for victims of domestic violence. >> there were two victims and we really lost two members of our chiefs family. cassandra was part of our women's organization that does things in the community for the team.

and under the circumstances we didn't think it was appropriate to honor just one and not the other. >> reporter: fans wrestled with how to support the team and mourn the loss. >> you have fans that want to move forward and honor someone's life but at the same time there was a loss and a loss that he inflicted on himself and his girlfriend. >> reporter: police have not released a motive for the shooting but did say the couple had been arguing in recent days. cbs news spoke with belcher's mother. she had no comment but said quote i have grieving to do. manuel bojorquez cbs news, kansas city, missouri. >> this morning the weather is clearing in the pacific northwest. that's good news after three successive storms drenched the region. the third hit yesterday knocking out power to tens of thousands in northern california but the weather system was fast-moving. and the damage less than expected. >> reporter: high winds uprooted trees in citrus heights, california.

and blew over a truck in san francisco. wind and rain pound the northern part of the state for the third time in less than a week. across the region some streets looked more like rivers. and thousands woke up without electricity after power lines snapped. in tahoe the rain turned to snow sunday morning. the national weather service said that kept the truckee river from flooding into homes. >> you live on a river, bad things can happen. i was being alert. >> reporter: but 2 1/2 hours south along the napa river people are still keeping a close eye on water levels. >> you never know with this river. it's iffy. you think it will go over and it won't then you don't and i want goes over. take as much precaution as you can. >> reporter: heavy rain fell at the oakland coliseum. forcing crews to sweep water offer the field before the raiders football game against cleveland. the wet weather and fog in northern california caused delays here at the los angeles

international airport where travellers trying to get back to the san francisco area. this is a seventh grade english teacher trying to get back home but her flight to san francisco was delayed by an hour and a half. >> i have a stack of papers to grade and it's not getting any shorter while i'm here. >> reporter: the skies are clearing. forecasters expect a much drier start to the work week. overseas rescue workers this morning are searching for survivors following the collapse of a tunnel in japan. at least nine people were killed when concrete slabs fell on cars and trucks. the tunnel passes through a mountain about 15 miles west of tokyo. the tunnel has been inspected a few months ago. but bolts have not been replaced since 1977. this morning, egypt has no functioning legal system. following protests by supporters

asian markets were mostly higher on improved manufacturing data from china. tokyo's nikkei edged up a fraction to a seven month closing high while the hang seng lost more than 1%. on wall street concerns over the fiscal cliff appear to have been out weighed to the strong start. the dow was up 15 points finishing above 13,000 while the nasdaq added 43 points. so far there's been no resolution of the strike by clerical workers at the ports of los angeles and long beach. the strike enters it's seventh day today, slowing traffic at the nation's busiest cargo complex. dock workers are refusing to cross the picket lines. clerical workers said management has been outsourcing their work. delta airlines is looking to buy 49% stake in virgin airlines owned by singapore airlines. 51% of virgin atlantic is owned by richard branson. virgin is the second biggest

airline at london's heathrow airport. it would allow delta to expand its london to new york flights. carbon pollution went up sharply last year. a new study said the world's nations pumped more than 38 billion tons of carbon dioxide into the air. that's a billion more tons than china tops the list as the biggest polluter. the u.s. and germany are the only countries that reduced their emission. and the twilight saga "breaking dawn part ii" still rules at the box office. the vampire flick took top honors for the third week in a row bringing in $17.4 million. "skyfall" came in a very close second with $17 million and in third place, spielberg's "lincoln" barely beat out "rise of the guardian." i have a date for that movie. >> a lot of good movies at the box office for the kids and adults.

more than a month after hurricane sandy, the governors of new york and new jersey are asking for $80 billion in federal aid. many homeowners thought they were already covered by federal flood insurance but as michelle miller reports this morning they are getting an unwelcomed surprise. >> reporter: roman and mariana's staten island home was flooded by 11 feet of water when sandy struck. >> how high did the water come in?

>> it went through the ceiling on to the first floor. >> reporter: they had flood insurance through fema. that's common for people who live in flood zones. they thought the inspector from fema would give them a check to repair $100,000 in damages. >> first floor where you're standing right now is definitely not covered by the flood policy. >> why? >> this neighborhood is considered to be in the flood zone. >> reporter: under fema's flood insurance program the first floor of a house should be used for parking or storage only. furnaces and water heaters are covered but finished walls, floors and furniture are not. that caught them and other homeowners we met by surprise. >> this is the sole reason to pay these premiums every single month so that, you know, you go to bed at night and you don't have to worry about things like this. >> reporter: more than 450,000 people have filed claims with fema. most of them for damaged homes.

insurance claims could reach $20 billion. four times the agency's budget. fema might have to go to congress for more money. mike burns is fema's disaster relief coordinator in new york city. burns said fema's flood policy is limited in flood zones but its agency is re-examining individual cases. >> give me the details we'll look into it and we'll find out what went on here. >> reporter: they did receive $5,000 from their private home insurer for wind damage. not nearly enough to rebuild. >> are you angry? >> absolutely. but at the same time i don't know what else to do. we turned to the people we thought would help us, and they haven't done anything. >> reporter: the family will live with other family members until they figure out what to do. michelle miller, cbs news, staten island. >> this morning a 200-year-old
